What's Included in the APC

When APCs apply (from 2027), the fee covers:

• [OK] Indexing and metadata distribution
• [OK] Long-term digital preservation and archiving
• [OK] Open access under CC BY 4.0 license
• [OK] Unlimited supplementary material hosting
• [OK] Article-level metrics and usage statistics
• [OK] Immediate and permanent open access worldwide

Fee Waivers (From 2027)

When APCs are in effect, we will offer waivers and discounts for:

Automatic Waivers

• 100% waiver: Authors from World Bank Low-Income Countries
• 50% waiver: Authors from World Bank Lower-Middle-Income Countries

Discretionary Waivers

Authors facing financial hardship may request full or partial waivers. These are assessed on a case-by-case basis and do not affect editorial decisions.

Payment Information (For Future Reference)

APCs will be invoiced after manuscript acceptance. The following payment methods will be accepted:

• Credit/Debit Card (Visa, MasterCard, American Express)
• Bank Transfer (wire transfer)
• Institutional Purchase Order

Waiver Application Process (From 2027)

1. Submit your manuscript normally
2. After acceptance, if you cannot pay the APC, email your waiver request
3. Include: Manuscript ID, reason for request, country of residence
4. Decisions typically within 5 business days
